Qualifications:

  • Bachelor’s degree in Accounting, Finance, or related field (required).
  • Master’s degree in Business Administration (MBA), Healthcare Administration (MHA), or related field (preferred).
  • CPA (Certified Public Accountant) designation (preferred).
  • Minimum 8–10 years of progressive financial leadership experience, with at least 5 years at the executive level in an acute care hospital setting.
  • Experience in California healthcare finance, including Medi-Cal reimbursement, OSHPD reporting, and managed care environments.
  • Proven track record of improving financial performance and leading change in complex healthcare environments.
  • Deep knowledge of hospital finance, California healthcare regulations, and reimbursement systems.
  • Strategic thinking with strong analytical and problem-solving skills.
  • Excellent leadership, interpersonal, and communication skills.
  • Ability to build consensus and work collaboratively with diverse stakeholders.
  • Proficiency in financial management software.

Job Summary

The Chief Financial Officer (CFO) is a key member of the executive leadership team responsible for the overall financial strategy, planning, reporting, and performance of Oroville Hospital.  The CFO ensures the financial integrity of the hospital while aligning fiscal operations with its mission to provide high-quality patient care. The CFO oversees budgeting, accounting, revenue cycle, reimbursement, managed care contracting, financial compliance, and strategic financial planning with administrative responsibility for Accounting, Payroll, Patient Financial Services, Patient Access, Materials Management/Central Supply, Health Information Systems, and Revenue Cycle Management and Reimbursement.

Duties

Financial Leadership & Strategy

  • Lead and oversee all aspects of financial operations, including accounting, financial reporting, budgeting, cash flow, forecasting, and capital planning.
  • Develop and implement long-term financial strategies aligned with the hospital's strategic plan and California healthcare trends.
  • Advise the Administrator/COO and Board of Trustees on financial matters, including risks and opportunities.

Regulatory Compliance, Financial Compliance & Reporting

  • Ensure timely and accurate financial reporting in accordance with GAAP, CMS regulations, OSHPD requirements, and other applicable federal and California state laws.
  • Ensure timely and accurate financial reporting and covenant compliance under relevant debt documents.
  • Oversee cost reporting, audits, and financial statements to ensure compliance with regulatory bodies (e.g., DHCS, CDPH, Medi-Cal, Medicare).
  • Maintain compliance with not-for-profit 501(c)(3) financial standards, as applicable.

Revenue Cycle & Reimbursement

  • Direct and optimize all aspects of the hospital’s revenue cycle, including patient access, billing, coding, collections, and denials management.
  • Ensure appropriate reimbursement from government and commercial payers and lead initiatives to improve payment models.
  • Oversee payer contract negotiations in collaboration with legal team.
  • Oversee all aspects of cash flow including forecasting, optimization, and maintaining liquidity.

Budgeting & Financial Planning

  • Lead the annual operating and capital budgeting processes in collaboration with department leaders.
  • Monitor budget performance, analyze variances, and recommend corrective actions.
  • Provide financial analysis to support service line development, operational improvements, and strategic investments.
  • Support the Executive team and Board of Trustees regarding strategic capital structure planning and capital markets access.

Team Leadership & Development

  • Lead and mentor the finance department, including accounting, patient financial services, materials management, and other related areas.
  • Promote a culture of integrity, transparency, and accountability.
  • Foster professional development and succession planning within the finance team.

Collaboration & Executive Leadership

  • Serve as a key advisor to the Administrator/Chief Operating Officer and executive team on business decisions and strategic initiatives.
  • Partner with clinical, operational, and administrative leaders to drive financial sustainability while enhancing patient care.
  • Represent the hospital in financial matters with auditors, vendors, government agencies, and community partners.
  • Interact with key financial stakeholders and their advisors, including indenture trustees on behalf of bondholders, administrative agents on behalf of bank lenders, as appropriate.
